CDC IDIQ Contract: Achieving Public Health Impact Through Policy: Analysis, Engagement and Dissemination
Achieving Public Health Through Policy is an indefinite delivery, indefinite quantity (IDIQ) 10-year contract to provide the Centers for Disease Control and Prevention (CDC) a mechanism to obtain policy services or products in policy and economic analyses, stakeholder engagement, assessment and analysis and policy dissemination through communication, capacity building, training and technical assistance. The primary focus of this contract is domestic policy, although certain task orders may be applicable to CDC’s global health work.
Karna is a Prime Contractor for Domains 2 and 3 and a subcontractor in Domain 1. CDC may use limited competition or sole source task awards in accordance with provisions of the FAR when necessary and Karna is eligible to receive sole source task orders.
Domain 2: Stakeholder Engagement, Assessment and Analysis
The purpose of this domain is to foster input, participation, and planning from persons who have an investment in addressing a particular health issue, system or process from a policy perspective, whether internal to CDC or external. The specific activities/tasks that may be conducted under this domain include:
1. Stakeholder Engagement Strategy Planning and Execution
2. Consortia Development and Support
3. Assessment and Analysis
4. Policy analyses and policy environment assessments
5. Meeting Planning, Support, and Facilitation
Domain 3: Policy Dissemination through Communication, Capacity Building, Training, and Technical Assistance
The purpose of this domain is to utilize state-of-the-art communications and capacity building, training, and technical assistance methods to disseminate the following to a variety of audiences:
1. Successful or promising policy interventions
2. Key issues related to successful or promising policy intervention
3. Policy development, implementation, analysis, and evaluation methods
Services provided under this domain include formative research to inform materials production and dissemination plans, production of materials identified, and dissemination of materials through communication activities and capacity building at the individual, organizational, and system level.
Domain 1: Policy and Economic Analyses (as a Subcontractor)
The purpose of this domain is to conduct rigorous analyses of various policy options using state-of-the-science methods in order to identify the most promising policy options. The specific activities/tasks that may be conducted under this domain include:
1. Policy analyses and policy environment assessments
2. Advanced Policy Analyses
3. Policy Document Development
4. Formative Research
The term of this IDIQ contract is a two (2) year base period and four (4) two-year option periods, comprising a ten (10) year ordering period if all options are exercised by the Government.
